Some Group B systems are provided as well. This layer shows water system areas and boundaries in Island County as of 2007. The source for each feature is listed in the attribute table. No updates have been done to this layer since 2007. Many water systems in this layer intersect one another. Some of these intersections appear to be mapping errors. Other intersections appear to be large and significant. It is not always apparent where these intersections are just by looking at this layer alone. Because of the intersect issue, it is important to use this layer in conjunction with the layer called ‘watersystems2007_Intersect.’ The layer ‘watersystems2007_Intersect’ was created on 5/15/2015 by applying the Intersect Tool to this data layer. This layer cannot be relied upon, by itself, to show the water system intersection areas. Only in conjunction with ‘watersystems2007_Intersect’ can water system boundaries, areas, and intersections be seen. Both layers are intended to work together. Neither presents a complete picture of the state of the systems and their intersections individually. Because no updates have been done to this layer since 2007, it is planned to verify paper water system records against this digital layer, and update the digital layer accordingly. Topology was developed to check the completeness and accuracy of the overlay. Feature boundaries were all within 10 feet of parcels boundaries and the majority of boundaries were completely coincident. Attribute accuracy is 100%. Features without attribute data are intended to provide "holes" in service areas. At the time of this publication, Island county had 290 Group A water systems. 283 Group A and 11 Group B systems mapped for this project. Overlap of system boundaries did occur and could not be completely verified as to whether the overlap was legitimate or not. Horizontal accuracy is as accurate as the parcel data. No information was availble for parcel data accuracy Not applicable A variety of sources were available for determining the boundaries of water systems. Based on advice from Island county staff, county resolutions were the most accurate and complete source of maps through the 1990s. If a water system wanted to change boundaries they were required to submit the change for county approval. The maps sometimes showed only those portions that changed while many detailed the entire service area. These features are identified in the attribute data. A follow-up source to the resolutions was CAD information from a local engineer who worked on many of these systems. The CAD data generally were not referenced to a common spatial datum or projection but were quite detailed about system boundaries relative to parcels. The next most available source were maps in files at the state Dept. of Health office in Kent, Washington. The bulk of features were digitized based on records available there. The maps generally showed parcels and thus was relatively simple to digitize along parcel boundaries. The county supplied information on roughly 10 areas that had litlle information in the state's files. After the areas were digitized the data set was dissolved on the PWSID (as single parts) to ensure multiple continuous features (primarily from resolution related work) appeared as single features.
