In order to qualify as a Sensitive Area, a location had to be part of Category III: Increased Risk and be represented by additional water-quality data indicating an impairment of a surface or groundwater. Based on these criteria it was determined that two areas met the requirements of a Sensitive Area. The first Sensitive Area surrounds Penn Cove by virtue of its DOE 303(d) listing by DOE.
