The layer is used for map reference, cartography, and answering public requests. This feature class is derived from the parcel layer; therefore it is accurate to the level of the parcels.

City boundaries from Oak Harbor were obtained from the city. Those boundary changes that concerned road ownership were updated. The feature class was then checked for topology errors.
